  • Monitors and oversees offshore production and drilling installations and enforces regulations with a focus on worker safety, integrity management and process safety
  • Conducts audits and inspections of offshore operations and leads incident investigations and follow-up 
  • Coordinates the CNSOPB review of operators’ activity authorization applications and plays a lead role in the technical reviews of facilities, equipment and associated procedures
  • Leads the CNSOPB Certificate of Fitness process and acts as the key liaison with operators and their contractors in this regard
  • Leads the CNSOPB interface with Certifying Authorities
  • Leads the review of Regulatory Queries and co-ordinates their overall management
  • Acts as a key CNSOPB representative with governments in the development of a new modernized offshore oil and gas regulation

Biographical Snapshot:

  • Nearly 30 years of experience in facilities and marine engineering, including over six years with the CNSOPB; first trip offshore made over 20 years ago
  • Throughout his career, Richard was involved in the construction and drilling phases of Hibernia as well as all phases of Sable and the operational phase of Lasmo’s Panuke and Cohasset fields and Encana’s Deep Panuke field
  • Prior to joining the CNSOPB, he worked for several companies acting in the capacity of Senior Project Engineer and Risk Specialist, project lead for three years developing concepts, strategies, and early planning of decommissioning of the Sable Natural Gas field, and Offshore Surveyor and Project Manager with a Certifying Authority
  • Richard has also been involved in ship construction, surveys, test and trials, and repair
