MEMORANDA OF UNDERSTANDING


For the purposes of ensuring the effective coordination of activities and avoiding duplication of work and activities, the Accord Acts require the CNSOPB to put in place memoranda of understanding with appropriate government departments and agencies.

With respect to the regulation of health and safety, the following Memoranda of Understanding have been concluded:

  • Between the Canada-Nova Scotia Offshore Petroleum Board, the Minister of the Nova Scotia Department of Environment and Labour, the Minister of the Nova Scotia Department of Energy, and the Minister of the Federal Department of Natural Resources. This MOU primarily addresses the administration of occupational health and safety, and provincial social legislation with respect to oil and gas activities being conducted in the Nova Scotia offshore area.

  • Between the Canada-Nova Scotia Offshore Petroleum Board and Transport Canada, Marine Safety. This MOU primarily addresses marine regulation, occupational health and safety, and other matters respecting vessels involved with oil and gas activities in the Nova Scotia offshore area, their operation, crewing and protection of the environment.

  • Between the Canada-Nova Scotia Offshore Petroleum Board and the Canadian Transportation Accident Investigation and Safety Board. This MOU primarily addresses investigations of occurrences related to the marine transportation aspects and commodity pipeline transportation aspects of offshore oil and gas activities being conducted in the Nova Scotia offshore area.


In addition, the CNSOPB has in place a Letter Agreement with the National Energy Board addressing the joint regulation of the Sable Offshore Energy Project offshore pipeline from the Thebaud platform to shore.
